If you continue the series, you ought to know: you don't place the command block, you drop it on the ground. If everything is working, it should spawn a block you can drop items on to use. Also, check your biome in F3. If it says "Void", mobs can't spawn without a spawner or a spawn egg, even in darkness.

For command blocks, in order to "place" them, you have to throw/drop them on the ground AND WITH NO OTHER DROPPED ITEMS ON TOP OF THEM. Let the command block sit and it'll eventually self-place with this datapack.

About spawning mobs if you want to spawn hostile mobs I'm not so sure but if you want nice mobs then they have to be 25 blocks away and they do have to be on grass to spawn

Maybe you can have a rule where if you get a wooden axe, you're allowed to use one command with it to get something, but no more than in a small area, like 3x3 or 2x2. Then, throw the axe off the edge. Maybe keep one in case you need to undo something. You could also do something where you're allowed to do one thing with it per episode.

You only get the special command block items from a custom map made by the original creator of the “1 item every 30 seconds” data pack, and mobs CAN spawn on slabs as long as the slabs are level with other normal blocks, but people are right when they say you can’t be close to your mob spawning platform.

If the series ends here, then depending on how much you enjoyed it (I don't want a sad Ash playing something she doesn't enjoy just cause it was requested), you also could try a slightly different randomized skyblock. I believe there is a randomized skyblock where it has a timer on screen for items and it should support multiplayer (give everyone an item instead of just one). Another thing would be just adding mods, depending on the mod, it can really change the game

The command block, again was something that was in the WilburSoot version of the plug in, nothing to do with what version of MC you're playing and the slabs would have worked, mobs spawn on the upper layer of slabs (aka if you can place a block on it and it'd touch the slab), it just needs to be dark, and over 16 blocks away from any player

Something I would recommend is playing minecraft but the whole world is water(cant remember what the water update is but that one or after) I have played this mostly on 1.14 but I'm sure you could do it on any of those. How you play is you spawn with only a bonus chest a oak tree (you are going to have to cheat to get this in) [and 2 cow spawn eggs if you want, it's more for just flair then anything else]. You can create the world by just creating a buffet world on any ocean biome. Then just invite your friends and try not to get stabbed by drowns :)
