Great story. I loved of how you made a character from The RWS that only appeared once, into a character in your series. I didn’t like Crovan’s personality, but it was clever how you turned an engine that only appeared for a few pages in a book, into a side character. Poor Toad. But I loved of how Oliver stood up for him, and of how Duck comforted him. The twist with The Governor having ride on Toad was an unexpected, but nice surprise in the story. Though there is one minor thing I would change personally, The Queen doesn’t rule The United Kingdom, she is more of figurehead. The Prime Minister is the one who runs the country in real life.

I have been thinking that if Crovan got himself into another accident, the governor would send him all the way to California and be bought by Oscar Proud's company Proud Snacks as punishment. He would then be seen pushing and pulling cars filled with Snacks to and from the factory. Or maybe Mr Proud would turn him into a generator for his short-lived theme park "Snackland" similar to what happened to Smudger.

After seeing this episode if you really wanted to make a dark episode with more Crovan in it you could have a story where he learns of how oliver and toad became apart of the fat controllers railway and where he was rescued from. By doing that he would band together with the diesels of the scrap yard that oliver and toad were rescued from to take them back and try to scrap the two, but then have Duck and the scottish twins save oliver and toad, and then the fat controller and the governor turn him into a generator for his punishment. Just an idea.
