The reason Rav Eliyashiv wanted walls and fences is because he was concerned that Toronto is a reshus harabim, which is not an unreasonable concern in a large city with very wide streets like Toronto. If you surround it on at least 3 sides with actual walls (as opposed to poles and wires) you negate that concern.
