It is what happens when you have a system where people get elected to administrative jobs rather than get appointed on the basis of experience and competence. The positions become politicised and gamed by the political parties. They then become attractive to crooks and con-men. The only positive thing about this story is that it took only 4 years to investigate and arrest the guy. Imagine if he had been a little more careful, he could have been there for decades!
