I did 7 years in the joint and I don't know this is kind of a gray area. Jake is right about the grievance process and as you can see it was addressed to the warden. This is part of a chain of grievances that went to different levels. If you fail with one level you try the next. It's a process you need to do before you do a lawsuit. This doesn't sound much like snitching but more like explaining his side of a story when the cops are against him. I've seen some fucked up shit where guys sit in the hole for months on bullshit and they try to grievance their way out of it going through the grievance system.

Agreed, as I’ve done some time myself it could go either way I guess, some people say you shouldn’t write a grievance at all or atleast when you do always have someone watching what you write down so they can stand up for you incase anyone wants to step on your toes and accuse you of some sneaky ish. A grievance could literally be about not having state headphones for the tablet. Or needing a towel. But I don’t think having another inmates name in a grievance is the right thing to do at all, I don’t think it’s a huge deal considering they were already in the whole and he was just trying to explain his side to get out, but he could have left that part out of it and still said his peace.
