It is randomly all throughout the video and the other audios on this channel of Thatcher speaking in the Commons pre-video. It’s especially noticeable when you listen with noise cancelling headphones.

@@kevinivers I am afraid that I did not source the audio, nor did I make any alterations to the audio once downloaded. I would presume that what you are hearing is simply diegetic sound that may be a bit more obvious due to the ceiling microphones of the time and the manner in which the audio was more recently digitally compressed in order to make sure Mrs. Thatcher's speech is constantly at the forefront. I did the compression to the audio in this attached video myself, using the method I have described above: kzbin.info/www/bejne/ioaTfYWYf9-af5Y If you could let me know if the sound you are hearing pertains to this video also, it will make it much easier for me to determine what exactly it is that you are hearing. @@EugenusRex First let me be clear that my original comment was not at all a criticism of the profuction of the post. It was from a sincere curiosity about this ambient sound inside the Commons as the session went on. I remember listening to Parliamentary debates on BBC World Service on shortwave radio in the 1970s and radio listening required an active imagination to picture what you were hearing. But I never heard these things with such rich clarity as you’ve achieved here. This sound I kept noticing jydt became an intense curiosity and I had to comment to see if anyone had an idea of what is was. If helpful, I have my Bose headphones on now and can give some time stamps… see comment below this one in a moment pls

Apologies, it should read April 3rd, 1925. There are a few mistakes of a similar nature in this series (a consequence of the stupid manner in which I set about making them). If you find any other errors please leave a comment and I will leave an annotation. Thanks for watching.
