Gorenger & JAKQ always apart of super sentai from the beginning. The problem that they came across copyright problem during 1987-1994. This is why they never be seen again until Ohranger.

Goranger and JAKQ were always part of the franchise. The notion that they were added in the Ohranger era is a myth. It's been confirmed that what happened was some copyright problems between the Maskman-Kakuranger era but if you see promotional material previous to that you see Goranger and JAKQ were always counted. Would not call the Goranger enemies, monsters/mutants. Their more like cyborgs, androids, or in the case of the manga brainwashed humans. Kamen Rider 1971 had better badies. I'm sorry. Also, they could have tied the spy stories into real-life events, making them more memorable and meaningful.
