When the following 2 things are true: 1) the state has a compelling interest in doing something that conflicts with this right and 2) when the state uses narrowly tailored means to interfere with this right. "Narrowly tailored" means when more than 1 different ways to carry out a compelling purpose exists, the state must choose the least restrictive way.

@@dr.scotus4335 well-written and would be true if people could be trusted but the founding fathers and history has proven the state will always have a compelling reason to limit curtail and eventually and eventually eliminate all in any rights of the citizen that is why the Bill of Rights must be adhered to with prejudiced and must be the criteria for which all laws must meet and cannot exceed therefore them laws are absolute and unwavering
