The fund that will be created from Jammu and Kashmir Zone 5, What will happen to this fund?

Bahi zone 5 ka fund f-16 may kis qanoon k hasab say lagai gay.or jab ap nay development ke he nh ha to ap development fund may majaz nh ha.apni galtia members per ku dalty ha.?
