To paraphrase: when we as designers go and prototype and return with a solution, we are colonizing them (the people we work for). Designers need to be facilitators.

Please be brave enough to acknowledge this act of colonial design.

I think he was referring to the fact that the Netherlands was colonizing Indonesia, not the middle East. The whole section you pointed out was him acknowledging the act of colonialization.
