NOTE: Since this video was published, a few German viewers with first-hand experience have elaborated on this game's ban - there are/were two categories of banned games in Germany. One of them meant the game was (mostly) completely banned from sale, while the other meant it wasn't displayed in stores and there were no advertisements for it either. GoldenEye was in that second category, which meant that to buy the game from stores, you had to ask for it behind the counter, and not all stores would stock it. As this was before the internet had become mainstream, most people would never even have heard of GoldenEye the game, so wouldn't know to ask for it. This meant that being on the list was effectively a ban, or at least something close to it!

Hi Thomas. This is an unrelated topic that could be used for a video (maybe?) Have you noticed that Toadsworth has gone missing? For quite a while, actually. His last appearance in the main Super Mario series was in NSMB (2006), every other physical appearance since then was in spin-offs, with the last one being M&L: Dream Team (2013), not counting remakes or re-releases.

Conkers bad fur day had similar treatment. Obviously with it's adult humor it's aimed at adults, but cause it had a cute mascot people were worried and didn't want it to displayed beside other n64 titles like banjo or mario

There are two lists for banned media in Germany: List A & list B. Media on list b is totally banned, Goldeneye was on list A. All media on list A is not allowed to be advertised, but it is technically allowed to sell. Unfortunately, even mentioning the title name counts as advertising, so it was very hard to get the game in domestic stores. The easiest solution was importing the game from Austria: Everything was localized in German and by pure chance very many games were provided for the Austrian market. Even today Germans are importing original versions from Austria, because our governmental child protection agencies loves to cut some games. And please do not try to pronounce German words, my fellow Englishman: I nearly swallowed my pretzel, because I had to laugh :).

There is also List C & D which are normally not for the public. You have media like the game Hatred on these lists. They went online years back when the BPJM got hacked.

I live in the Netherlands and there's a soda only sold in Germany and Austria that I really enjoy, which is called Mezzo Mix, so sometimes I cross the border just to buy some and take it home with me. If I were a German N64 owner who wanted to play this game, I'm sure I would have crossed into the Netherlands to take it home with me.... if I lived close enough to the border of course. Apparently it's just in my blood to do so.

They did bring Mezzo (maybe different name) here in NL in recent years, but sadly it flopped. There are stores that import stuff from other countries tho, like DIe Grenze who can have Mezzo.

It seems odd to me that something entitled "List of Media Harmful to Young Persons" would mean a full out ban, rather than just some sort of actually enforced Mature rating.

They are not banned, they are just not allowed to be advertised. That includes displaying it in stores but adults could still ask for the game at the counter or import it.

Es war indiziert, damit kein Verkauf an Minderjährige und keine Werbung. Das war damals zwar aufgrund der allgemeinen Ahnungslosigkeit der meisten N64 Nutzer zwar nicht viel Unterschied, aber da in meinem Freundeskreis sehr viele Goldeneye Module vorhanden waren und die nie importiert haben hat mich das ‚banned‘ überrascht. Man musste in den Läden halt nach den indizierten Sachen fragen und das haben dann einige nicht hinbekommen 😉

When I bough my first N64 in around 2017, I got a handful of games from my brother who lived in Germany at the time. I though it was too bad I didn't get Goldeneye, but now I know why I didn't. I did get Blast Corpse though, but it was only in german.

As a German AND videogame collector its SO strange to hear that. I never had trouble finding a 16+/18+ game. I have tons of shooters also old ones :D Also I don’t know a single game which has robots in a german release Never once I had any trouble buying a brutal/gore game. And NEVER ever did I heard that a game is banned only here

Here's the part of a Wikipedia page with more info about it! It's a pretty well documented phenomenon, but perhaps it's enforced differently in different parts of the country? I was a German gamer in 1997 (still am) and I'm not sure when I even heard about the game - back then you either needed a magazine subscription or a friend with a magazine subscription to even know about upcoming releases. I only found out about the game when a friend brought it over, and I have no idea where he got that from.

Well, as a matter of fact GoldenEye was available in Germany indeed back then. BUT: You had to ask ont the counter for it. There were differentiations in ‚banned‘. Let’s call the softest form ‚adults only‘: advertisements for this games were not allowed and displaying them in stores as well. You had to ask staff for that kind of games, same was for movies rated 18. For the record, there was no rating for games like PEGI or ESRB back then. The banned stuff was not allowed to be sold in Germany, most of this was about glorifying violence or denying holocaust and so on (and porn ofc). But you are allowed to own them (so importing those titles is possible without penalties), I guess no one is surprised ,Manhunt‘ is one of these games in Germany. This changed around 2000 when a game rating was introduced. Usually if a game is not rated, the publisher doesn‘t release it in Germany, since a rated game can only be banned in certain situations. Think of something like the hot coffee mod in GTA San Andreas, but more in direction blood and gore than personal intercourse. One prominent case was Dead Space which was delayed in Germany since it didn‘t get a rating on the first and second try. Ea went into round three which involves the whole BPJM-rating staff and goes more into a court trial (and is really expensive) and managed in the third try to get the 18 rating for the uncut game. Same goes for movies as well (and is in place for a long time): you get a rating and you‘re safe. Without rating: must not be sold to minors and a chance of someone pledging for a ban is always possible.

One thing I love about GoldenEye on Switch is when you set the aspect ratio to wide, it'll fill the entire screen.

I find it fascinating how review boards / societal expectations change over time. They review media every 25 years, and I bet most of them come off the banned list. Times are changing. I suppose the reasoning is that "these human beings do not look realistic enough" -- which is very funny/interesting to me because the contemporary reviews hailed Golden Eye as the next step in realism.

I see many in the comments talking about how Goldeneye wasn't on the ban list, but the non-advertising list. However I must point out that for this game, that's basically one in the same in 1997. You all don't quite realize the scope of the advertising campaign that Nintendo did for this. Goldeneye was everywhere, in every magazine, in every retail store, I was even sent a magazine issue sized dossier and a VHS tape showcasing much of the game. There was just no way that anyone who had a N64 wasn't also going to get this game. If they didn't do that, then it wouldn't have nearly been as successful. Goldeneye was old news as the movie had been out for years and like the video here stated, the next James Bond movie was already in previews for movies. So being unable to advertise was killing it before it could get any traction. And if the game couldn't be advertised, then why would retailers even stock it? You'd have to be pen pals with an American or some other foreigner and hear about it from there and then somehow order it directly from Nintendo to get it under that circumstance.

A bit of correction: Stadlbauer was only the partner for Austria, not Germany. That‘s also why the Austrian versions of games weren‘t liable for the stars loyalty program of Nintendo. German versions were marketed by Nintendo directly from their location in Großostheim (near Aschaffenburg in Bavaria) which was closed in 2014 as part of Nintendo’s consolidation of the European Market (a couple months after also starting marketing and quitting cooperation with Stadlbauer). In 2013 the Switzerland cooperation with Waldmeier (a subsidiary of Stadlbauer) got also cancelled. The new European Central got moved to Frankfurt, Germany by that time where it still is located to that day.

Wow, you did such a great job with the pronounciation! Also, it's kind of funny to me that the board reviews banned games only after 25 years. After such a long time, the children who wanted to play the game won't be interested in it anymore and the new generation probably won't pay attention to it because the medium and the graphics will be outdated. So it barely makes any difference.

Honestly most games that were "banned" before the 2000s are unbanned now since the requirements are changed and they are not as strict anymore in general i am still surprised there is no censorship in gta 5 though at least in one scene

This "Replace it with Robots" also applies to strategy games. In Command and Conquer, soldiers were redefined as Cyborgs. (This is an extremely weird decision as Cyborgs are not fully robots but Humans with Machine parts)

My High School German teacher told us this is his all time favorite game! He grew up in Germany but moved to the US around the mid 90s, so he wasn't affected by the half-ban.

We here in Germany also have a big history in videogame discussion to ban all "Killergames" between 1999 and today. Every few years now a politician or some crasy professor out of my hometown says "videogames are the fault of XYZ"

Yes, while the controversy was also in the US, in germany, it lasted far longer and got more severe. Especially because the stupid CDU party loved that topic. This was a precedessor to the Incel Hysteria which came later. (And the CDU did this hysteria a long time before the US as well. For a long time, video arcaded were almost banned in germany because in the 80s, the CDU thought kids playing Pac Man on an arcade cabinet are endangered to get into gambling. ) These debates are one of many reasons why many young people despise the CDU.

One major reason why companys want to remove decades old games from the list you didn't mention is that sequels of indicated games have it harder then other games. They get a more stricter treatment and publishers/developers have to put in extra effort to dodge the list. In the past this was even stricter and sequels got indicated just because they are related to an indicated game.

The German censorship affected to the release of the games to many other European countries also. Often the PAL version of the game was the one that Germany allowed. There was no separate German version and Europe version. So robots to shoot and green blood for everyone. Contra/Probotector was the most famous case. It was weird that computer players had uncensored ports of the game but for console players the game was censored. But at least Goldeneye was sold normally outside Germany.

The fear series also only came censored to Germany. When I tried getting it a while ago the seller's tried to scam me and wanted 160€ for fear 2.

I heard that the German version of Return To Castle Wolfenstein was just a generic zombie flick and had all the ... wartime ... references removed. Friend of mine was in the British Army in those days and was stationed in Germany. The NAAFI on his base apparently sold the UK release, but if you went to a local German store you obviously had another one available.

Yes on both things. 1. Foreign Soldiers were an ideal way to circumvent the BPJM 2. Yes. Return to Castle Wolfenstein got weirdly censored. They changed the Name Heinrich Himmler into Heinrich Höller (from Heaven to Hell). The Reichsadler was changed into an abstract bird etc.

As a German, I want to thank you for pronouncing those big scary German words as accurately as you could. Our language is weird and we like it that way, you clearly did some research and practiced how to say it right. I appreciate that. Most of the time I have to read what people were trying to say before I know the words they mean, but I could listen to yours and understand it, that was lovely!

Some games handled the robot thing very well. Like the C&C series. Or Half-Life 1. In C&C the robots left oil puddles after they died. The marines in HL1 were combat robots with unique sound files and their dead bodies dissolved into bolts and nuts. Some people liked it and others installed patches that restored the original graphics. Other games had more drastic changes. F.e. the first level of Unreal 1 got reworked for the German version.

you have to differentiate something. If a game fails USK testing, it can still be sold as untested and to people 18+ years old. The BPjM does not intervene on its own, but an application must then be made, for example. Then when it is checked by the BPjM there are two lists the media can end up on. List A and List B If a game is placed on List A it is only indexed but may still be sold to adults if asked. It just can't be openly advertised. List B, in turn, means confiscated, which means commercial sale and public showing is prohibited. The purchase and possession is not prohibited. So even if Goldeneye was indexed, a lot of people played here back then. But why it took so long until it was published again has less to do with the indexing and more to do with the purest clusterfuck in terms of all the rights and licenses

"Indiziert" does not mean banned. It is just forbidden to advertise the game and sell it openly. There are some games that are more than "indiziert" they actually get confiscated and then it is also illegal to sell or buy them. But that mostly applies to games with pornographic contents and Nazi-symbolism. I am from Austria and many Germans buy "indizierte" games here. The whole subject is a bit complicated because there are different lists (A and B) and games on the B list are almost banned and it is not so easy to look at that list, but I think the vast majority of those games are not that important. Most games that get "indiziert" are on list A and that list is available online. Although I am from Austria this whole thing affected me my entire life as well, because we speak German and most German speaking media caters to Germany as well and it was forbidden to talk about games like Doom, Gears of War and GoldenEye. But after 25 years the games get deleted from the list or the publisher requests another evaluation and then the game has the chance to get a new rating. PS A publisher often passes on the opportunity to release a game in Germany if there is a chance that the game gets "indiziert", because a game that never was officially released can not be banned. But adults can import the game from Austria or other countries and the media is allowed to talk about the game.

So Germans, help me out here and clear something up... I remember in the 90s with things like this and HL1, it was always stated in the games mags here in the UK that due to German laws, the changes that had to be made. THe one about enemies being turned into robots or non human creatures I'm 99% sure is true, but the one I'm not sure on is the oft reported bit that red blood was a reason to get on List A, and in order to not fall foul of the board, the blood had to be green or some other color? How true is the second bit about blood not being allowed if it was red? That's something I always read/heard in the 90s/2000s as far as German games, it always came up as a curiosity or a factoid about oh Valve had to do such and such changes for the German market
