That's NOT from 1991, that's actually from 1990 as the BBC One COW Ident proves it.

That ident was still being used in 1991.

@@superix But only for two months, because of Mid-Feburary of said year, the COW Ident would be replaced with a Virtual Globe Ident.

That's right - the ident was stopped being used in February 1991, and the series was only shown between September and December. Bruce made a joke in relation to Thatcher's resignation and Major becoming PM at the start of the show, dating it to 1990.
