Very likely...Stretching of the muscle certainly results in altered responsiveness of the GTO, at least over the short term. Longer term adaptations may require other elements as well.

Would biceps be able to reach the descending limb length or do they have to many sarcomere in series that prevents it from involving passive structures?

Sorry, I'm not sure I follow the question. Longer muscles would certainly possess myofibrils that have more sarcomeres in series. Each sarcomere can shorten or lengthen by a certain fraction, adding to the amount the entire muscle can shorten or lengthen. Maybe check out the video on the Hill model and see if that answers your question.
