He could find a Great-horned Owl to mate with. They're the same genus and I think they've hybridized in captivity.

Flacco has been cleaning up my city of Rats for a while his main hunting ground for rat catching is city hall. Flacco is expected to spend his vacation at the Capitol Building. Flacco told reporters he has bigger rats to catch!

The Romans and the Greeks used to associate the owl with the Goddess of Wisdom whom they called owl-eyed. They tried to capture him but he outsmarted them, then they thought he wouldn't be able to take care of himself, wrong again. This bird proves that the Romans/Greeks were on to something. If they ever recapture flaco they should ship him back to Europe and release him to his natural habitat.
