I no in real life this the city hall of los angeles but I saw a building at the beach right infront of the nightclub wif big letters ritten city hall so

This is because there are 3 incorporated cities inside the city of Los Santos, just like with the real city of Los Angeles. The building you mean is the town hall of Del Perro or in RL the incorporated city of Santa Monica. There is also a town hall of Rockford Hills (Beverly Hills) and a town hall of Davis (Compton), because these are the other incorp. cities with their own town halls and local goverments. So in fact this building is the town hall of Los Santos
