I mentioned this a bit back in another reply section, but to add onto this... My headcanon on them is that they were developed as some American Cold War Super-Soldier project, with units getting deployed to Japan (and Europe) to make sure that the best Western units were as close to a possible Soviet front as possible if WWIII were to break out. Then, the Cold War ends, and a lot of cat-people units get dissolved and discharged during post-cold-war downsizing, now having to integrate into an unprepared society. The harsh laws upon them may have been a knee-jerk response by various nations to having to deal with a species unfamiliar with human civilian customs, with said cat-people only knowing a military life where you did what people told you to do and little outside that.

My headcanon based upon this is that the development of cat-people involved parallel opposing projects by the United States and Soviet Union to try to make a more perfect soldier. When watching this, I formulated an idea. What if the engineering of catgirls was done to address a labor shortage by creating new bodies to do labor. The fact that they're not human would allow governments to pass laws against them without any concerns for human rights. Their shorter life spans allow businesses to raise them specifically for doing a job they want done, and if the demand for that job dies off in the next 20-ish years, a business wouldn't need to raise a new catgirl. The fact that they have to be specifically taught how to speak suggest that they are not very good at understanding things without guidance from humans, so any form of resistance from a catgirl who has been born and raised for a specific task should never be able to conceive the idea of their own rights, making them ripe for exploitation by their owners. The bell tests are also something of interest. The test has them go against what they know in order to integrate closer to humans and disassociate themselves from average catgirls. By giving out bells, any catgirl who could potentially speak out against the system has something to lose in doing such (their expanded rights). This would disincentivise any action that could be perceived as threatening the status quo on catgirl rights. The last thing of note is the countries the game takes place in. Japan is a largely ethnically homogenous country, but the aging of the population in the country has had in recent years has threatened its homogeneity, with jobs needing workers to fill the older populations retiring being filled by foreign workers. Catgirls would be a cheaper alternative that also appeals to a "conservative" mindset that would view foreign workers as pests. The other country the game touches on is France, which also has an aging problem, albeit less severe. Another one of France's problems is its generous pension programs that are currently struggling to be met. The cheap labor provided by catgirls would allow more money to be funneled to these programs to supply the older population with the money they need. Considering this, there is a possibility that catgirls do have more rights in some countries that have a younger population or scars from slavery.
