Problem with Minimum wages codes According to Code on wages ( central ) rules 2019 - Minimum wages should be set keeping in mind the needs of a worker's family of three .it has prescribed that the minimum wage be fixed by determining the monetary value of net food intake of 2700 calories per day for a working person and 66 metre cloth per year for whole family , along with a certain share of expenditure on the house ,rent , electricity ,fuel , children's education , medical requirements , recreation and contingencies . It has also proposed categorising 681 professions into four different skill - based basket : unskilled ,semi - skilled , skilled , and highly skilled each of which will have a different set of minimum wages , along with differences based on geography - metro ,non- metro , and rural areas Questions needs to be answered On which basis by whom person will be decide as skill or unskilled If it is based on geography then Can a rural person have some technical degree or some technical knowledge which category they put this person Already with laws such as registration and minimum wage create a problem in unorganised sector industry do not higher a skilled workers because they have tendencies to migrate , they don't register them because they don't want to follow norms of govt to provide good Selter , and good working environment and they don't want to worker who can bargain with them And that is why in recent times it has been seen there is decline in hiring unskilled labour in unorganised sector With this code condition could be more worst Industry will not hire worker because they don't want to follow that code they want to decide their wages by their own rational views
