To be fair, S.C. Ruffey & Co. is a ballast company based out of Tidmouth, and Scruffey was their privately-owned wagon. There’s nothing to say that S.C. Ruffey didn’t own more ballast trucks. The reason why companies will own a piece of rolling stock is to cut operating costs, as part of a railway’s cost to, for example, an electronics company for transporting their goods, goes to keeping the van that it’s transported within in good condition. When a company owns a private wagon, they only need to pay for its transport and for it taking up a siding space. As a railway does not need to pay to upkeep a private wagon, this causes the rolling stock’s condition to deteriorate without proper care, before coming apart altogether. In some cases, railways will offer wagons to private owners without divulging the quality of it…or rather, the lack of it. The story _Toad Stands By_ is, by my understanding, meant to be a social commentary by Awdry on the private wagon. Something interesting that I wish more people in the fandom would play around with is a character who actively refrains from taking a name, as they’d believe that a true companion would actually take the time to remember their number, which is naturally going to be at least three digits long. For example, Salty going by “Two-Nine-Nine-One.”
