The horseman may be connected to leaders, which may serve as proxies for them, but they are God's instruments of judgment identified in Scripture as the four spirits of the heavens. You're correct in identifying that the four horsemen in Revelation 6 are the same as the four horses in Zechariah 6. God even uses the chapter 6 designation to show us the connection. Elsewhere in Scripture, God makes it clear that they're his instruments of judgment. This can be seen in the prophetic typology of Isaiah 28, which concerns the harvests of the Lord and the tribulation period. They're alluded to here: "Bread corn is bruised; because he will not ever be threshing it, nor break it with the wheel of his cart, nor bruise it with his horsemen." Isaiah 28:28 This verse confuses a lot of people, because the opening statement is actually a rhetorical question. It'd be like saying, "Fish don't need water; [The answer to this would be No!] Because a good pet owner would never deprive fish of water, nor feed them to their cat, nor flush them down the toilet." The implied response to "Bread corn is bruised" is "No" because a wise harvester wouldn't destroy the breadcorn since breadcorn is what you want from the harvest. The breadcorn is the church symbolically, and this passage is saying that God won't bruise the church with His horsemen (of Zechariah and Revelation 6). You can actually see the pattern of the four horsemen throughout Scripture. Ezekiel 6:12 is a good example: "He that is far off shall die of the pestilence [the white horse]; and he that is near shall fall by the sword [the red horse]; and he that remaineth and is besieged shall die by the famine [the black horse]: thus will I accomplish my fury [the pale horse, which brings death] upon them." Ezekiel 6:12 There are many places in Scripture where God uses the four horses, which are identified as the four spirits of the heavens in Zechariah. They aren't mentioned by name though apart from Zechariah. We just read about the effects of what they do. They are depicted as having chariots in the Zechariah vision, because in ancient times God used Empires as the vehicles of His judgments via the four spirits of the heavens. However, in Revelation, they aren't depicted as having chariots, because God's judgments will be on the entire earth and more direct. Anyway, we can see that the white horse is actually the spirit of the heavens responsible for pestilence, not the antichrist like so many have been led to believe according to tradition. Before I continue, I want to clarify something. The rapture is pretribulation and we are not in the tribulation period yet. HOWEVER, some of the seals have actually been opened, and God has even confirmed them with signs in the heavens, just as He said He would in Genesis 1:14. But... just because some of the seals have been opened, doesn't mean that they have been given full authority or power yet. That doesn't happen until after the rapture and the tribulation begins, which is accounted for in Revelation 6:8 The analogy I like to use is an airplane traveling from one airport to another. When an airplane departs from the gate, they've technically begun the journey even though they're just taxiing around on the tarmac and waiting to take off. Two of the seals are currently "taxiing on the tarmac" metaphorically speaking at the moment, which is the white and red horse, pestilence and war. The white horse went forth with the Coronavirus, which was signified in the heavens on 12/19/2019, just a bit before it began to spread around the world. It is now essentially waiting at the start of the runway and waiting to takeoff. The red horse went forth on 2/24/2022 with the start of the Russian-Ukrainian war and was signified in the heavens the same day as well. If links were allowed here, I'd provide links showing these two confirmations. Although the white and red horse are riding to some extent, they have not been granted full power yet, and they won't trample the church as Isaiah 28:28 indicates until we are removed. The rapture and start of the Tribulation happens just before the third seal in Revelation 6:5. The Tribulation begins with famine, just like the seven-year famine in Egypt of Joseph's time, which was a prophetic rehearsal for the seven-year tribulation period.

Also in Daniel 9:25-27 it tells us the Lord will be "cut-off" which would mean He will be here for the 3 years and 2 weeks of Daniel 9:25 (threescore and two weeks). One score = one mark, 2 score=2 marks and threescore=3 marks or 3 years.
