The Hundred Years’ War at Sea, The British Navy: from longships to battleships, part three

The King’s ships supplemented by hired merchant vessels played a significant role in English success in the early years of the Hundred Years’ War. Fluctuating fortunes in the protracted conflict brought opposition to the Crown’s practice of commandeering merchant ships for active duty.

It seems that the crown had a difficult time procuring enough "professional" vessels capable of taking on the Castilian fleet. Perhaps they were a more better equipped and well trained Armada? This is an early example of a government trying to save on naval expenditures at the expense of proper defenses, a common recurring event in history? Some things never change.
