The town is New Canaan, CT - a quintessential upscale commuter suburb of New York. The drugstore was still there last I heard and Ice Storm fans still frequently try to shoplift small items for souvenirs.

About your theory that Tobey Maguire would later play Spider-Man due to "someone watching him reading a Fantastic Four comic in The Ice Storm": It could more specifically have to do with director Ang Lee who also directed the 2003 Hulk movie and is a Marvel comics fan. Maybe Lee talked to Sam Raimi or the producers of the 2002 Spider-Man movie and said something like: "Yeah, this kid I had on Ice Storm reading the Fantastic Four comic book is actually a huge Spider-Man/Marvel fan. I think he'd be good!"
