The Quagmire/Brian hatred has to do with that Quagmire knows he's a terrible person but he owns it. Brian on the other hand pretends to be a much better person than he is. During his rant he says something like "Look I use women for their bodies but at least I'm honest about it." It's kind of a 'you're me, but worse.' situation.
