With the procrastination cut, good lord, I hear you on that. Honestly, it is horribly lazy of a cut. With the shanghied/you wish, despite me being a few years old at the time, I can't remember seeing the extra scenes of the episode, although, it's possible that it was due to the scenes were a "initial airing only" deal and weren't meant to air after the initial airing. With the krusty krab training video, I could have sworn that the announcer was able to finish saying 'is' before the end of the episode.

As someone who lives in Ontario I can confirm the uncut version of Just One Bite did still air when I was a kid and I assume it still does (idk I’ve barely watched tv outside of football since like 2018) and outside of one instance they always aired the uncensored version. Though the one time they did air the censored version it was the last time I saw the episode on tv so idk if it still airs uncensored or not

Also both Atlantis Squarepantis and Truth or Square sometimes air in parts here too, though truth or Square tend to air a lot more. There’s also a bit of lost media connected to Atlantis Squarepantis where YTV (one of the main kids stations in Canada) ran in event in 2011ish I wanna say called ‘Fairlyoklesongpants Day’ where they’d air musical episodes of Spongebob and Fairly Odd Parents with karaoke lyrics at the bottom of the screen. You can find the commercial for it on youtube but not the full episodes. Another interesting fact is that they once aired the fairlyokesongpants day version of Atlantis Squarepantis in like 2014 but unfortunately I wasn’t able to record it

Honestly what we know about spongebob and how he reacts to the picture existing, him kissing gary is absolutely in character both for having done it while under the influence of Goofy Goober ice cream and being extremely ashamed of it after the fact. It's also something that would be extremely funny out of context and extremely horrifying if you've given it even a little bit of thought, which is naturally something Patrick would never do.

4:15 I don't think it's a big deal. The point of the scene is to tempt Spongebob to go outside, Spongebob likes hanging out with his friends, so they put Sandy and Patrick in the scene. It's a sunny day, so it's probably hot, hence Patrick helps put sunscreen on Sandy. Friends do that at the beach, it's not weird.
