She can be warned she will be arrested and charged with trespass and harassment (even stalking) plus there may be something about the children after being ordered to stay away (she wont). She is placing people at risk. Having returned, she can be arrested and charged, and a Magistrate at hearing can either place her on a Bond or fine. She would most certainly break the bond in which case she would go to gaol. She is a criminal right now but of course the Horse Guards can do nothing. It is up to the Command to seek Police involvement to the maximum.

In Canada this wouldn’t happen because you don’t have to go far to find riding stables and horses you can not only pat but ride, even in the major cities.
