The Federation Spy is something they made up, that someone among the was a spy. The Bird that Cellbit was asking about was because he had a mission to follow the lerson with the Blue Bird in this day, so he was asking around, and when Jaiden confirmed she had one given by the Federation everyone got all suspicious
