Sponges. They would wet them and place them on prisoners heads when they were getting electrocuted. If they weren't wet or if no sponge was used at all, electricity would surge throughout their bodies instead of straight to the brain meaning they would feel every bit of it until they eventually died not to mention the body burning to the point that it could catch fire and present another hazard to onlookers.
