He's not really of a bad guy if you compare him to a real bad guys/villains throughout the series. He just gives you the "bad guy" vibe. His grudges and personal vendetta towards Kyo is what he cares a lot, over anything happens around him. If he's getting involve on things against his will, he will finish it quickly and be done with it. I don't feel like explaining a lot, if you consider yourself knowing the KOF series from all the way back up to this point.

Ironically, you can spot this on his isekai novel/manga The king of fantasy. It's a comical story but you can see Iori on a different light.
