Kisii town is massive since it's built on a hills and valleys terrain. Lets face it, had it been existing on a flat land surface, it'd been a city I'd say 10 years ago after Kisumu city. What this massive town needs is a good Town engineer to design drainage systems in the CBD and outskirts to prevent unmitigated accidents or disaster due to it's natural precipitation rains that fall almost daily, pedestrian walkways and road signs. Road and Street lighting should be extended at least 4 kilometers from the it's BD as well. They need to have controlled development process to organize this lovely town

From Kampala Uganda , Love Kisii town . However not yet a city status in my view. It could with some infrastructure touch-up and some cleanliness efforts. Take a leaf from Kisumu which in my view is even better than Kampala in some aspects.
