Social worker Ursula Newell-Davis helped kids with special needs for over 20 years.
But now Louisiana says she can't start her own service helping special needs kids because, get this, licensing and regulating people like her would put a "burden on regulators.”

---------
Ursula could be helping lots of kids.
But she can’t, because “Louisiana wants to limit how many agencies they have to regulate,” she says. “That makes it easy for the state."
Easy for this state? Why is that a law?
The video above explains.

And it’s not the job of the government to take care of us. That’s the key issue. It seems as if people on both sides of the aisle keep wanting to debate the policies and decisions made as the government serves and takes care of us. That misses the mark. Government is there to provide basic infrastructure, protection from foreign invasion (military), and, most importantly, protect our constitutional rights. Sponsoring after school tutoring for the poor isn’t the government’s job, e.g. The more we heap responsibility onto the government, the more of this will necessarily happen. Both political sides are to blame because too many miss the key issue: to almost everything, it’s not about how the government does it, rather, it’s not the government’s job at all.

@@sheepishmclemmingston5550 The answer is not no government, the answer is education that allows people to make informed decisions about government. Yes, government will get larger as time goes on, but so does the population. As a city grows larger, you need more cops to patrol it and keep the peace, more fire fighters to respond to fires, more doctors to treat the sick and injured, and more troops to protect it. And when shit hits the fan, you need a centralized authority who can make decisions rapidly. All of what I just how things are, and how things will likely always be. Like it or not, if we were to snap our fingers right now and remove all current governments from existence, people would still form new ones in their place, or some dickhead will rise to prominence enough that he/she can enforce their will on everyone else. To that end, I'd rather have a government where I do have a say, over one where I have no say at all.

The idea behind charging fees for the licensing needed is to have adequate staff to enforce regulations. So that implies the fees are too low to support the staffing that’s needed.

God Bless Ursula. Teaching special needs kids to communicate, get along in life, or even do everyday things is a MIRACLE to that child and their parents. We need "angels" like this in our world. Anyone with the heart and patience to do this kind of work should be supported, should be CELEBRATED. I understand the need for some oversite, as not everyone is well intended, but to just say flatly NO... Screw the state, I'm on Team Ursula.

I had no idea that 28 states had this “If we can’t regulate it, you can’t do it” law. Howzabout instead of these bums passing new laws, they spend their time culling existing laws from the books. That would keep them busy, even productive, and off our backs. Asking for a friend. Nice job as usual, John Stossel. 👍🏼

If you do not take care of these kids and support their parents with new tools in the beginning, these kids will end up being adults that can't join the work force and many times force parents to also drop out to take care of their disabled children. This should not even be on the table to cut funding from and very sad. Hope you win Ms. Ursula! Thank you for your fight for justice and proper education!

We the people deserve better than that. Since the "regulators" can't be bothered with it people should just open in regulated. This of course will get them to do something, they will shut you down, fine you put liens against your property, etc. Thank you John for bringing this to light, hopefully enough people see it to get something done like reduced the government overreach. This is just wrong and needs to be delt with.

Government is too big, and it has become a business unto itself. A business with pretty much guaranteed revenue, so it is mostly immune to normal pressures that affect the rest. I know a lady who has a special needs son. They have a Medicaid waiver which is supposed to provide for respite. But in order to receive respite, she has to find someone in the community who is qualified under the government requirements, and who can give the hours that she needs, when she needs them. Then she has to deal with three different agencies to have that person screened, hired, and paid. There are monthly meeting requirements and yearly goals and a budget that has to be set. All the funds have to be requested and approved. Every hour must be tracked and coded according to Medicaid. The person providing the respite apparently has to meet written goals and keep up with them while they are with the child. What's more, the guidelines and requirements are constantly changing, so that it is just one complication after another. I was shocked to find what a complicated mess it was just so she could get some hours relief. And it means that something that would be fairly inexpensive costs Medicaid (and the tax payers) a hell of a lot more because you are not just paying the individual providing the service, but all the agencies and agents that have to be involved as well, including the crummy people sitting in their offices making up all the policies and hoops for people to jump through. It's nuts.

By far one of your best. Lived in LA, with a special needs child. Were on the main “list”. This list had a back log, the waiting for it was like 2 or 3 years. Moved from there and forgot about it. Several years later received an email saying giving us an appointment and when services were going to start. 🤦🏽‍♀️. Yeah I cancelled it.

I would love for the regulators to prove that they are needed. Good luck with that since we can not even get a hold of you! I dealt with someone like Ursula when I was very young. Many people like her actually. They were very useful in allowing me the mental tools needed to adjust. Now as an adult, I am very...well normal...ish, ha. I can hold a job, have friends...in theory, and I am getting married February. Sure, I am getting married in the middle of my life so I was delayed a lot, but I doubt it would be possible for me to have such a relationship if not for the work of the people like Ursula.
