The third has been stated many times in the lore and data books that he is the strongest Hokage (not including naruto of course) think about it he mastered all five elements yin and yang release, he mastered every jutsu in konoha (not the clan-only abilities, tho he knows about them) he passed tobirama in skill and talent from childhood, the fact that orochimaru had to wait until hiruzen was 69 should leave you to think about how strong he was, he almost killed orochimaru even with the 1st and 2nd at his side, IF hashriama can create a Big Buddha statue with 1,000 arms then imagine how strong a prime hiruzen could be.

Tobirama hiruzen and Minato are close in power but I give Minato an edge while giving hiruzen a boost for his reputation being greater than tobiramas. with Edo prime tobirama shown to be extremely powerful, the fact hiruzen is held in higher regard tells you he surpassed him. Hashirama is portrayed as the strongest ninja of all time (not only on his era) before Juubito appearance, only second to the Sage of Six Paths (who wasn't technically a ninja) and Madara a close third. Dan, a guy who would be aware of the mythical "Prime Hiruzen", openly states NO ONE can beat Madara other than Hashirama (who was stated and shown to be even stronger). Hiruzen is one of the kindest pure hearted and strongest ninja to have ever lived I love his character every flashback he has the most impactful speeches he loved his village and viewed it as one big family rest in peace he reminds me so much of our elders in real life for all the haters don’t forgot he’s lived thru all 3 major wars and has seen plenty of death to still stay true to his self and his teachers/teachings showed how strong he is and carries that will of fire even in death he still choose to see orochimaru for who he truly is which I know ultimately led to him changing his ways I can go on about the legendary sarutobi sensei

Hiruzen is proof that a kind person doesn't always translate to a great leader, Hiruzen's inability to see through and handle Danzo and Orochimaru has led to so many disaster for Konoha such as Suna-Oto invasion, The fall of Akatsuki to the dark path, The Uchiha Coup D'etat, The Pain attack etc

Minato was only kage for 1 year to 18 months and HE knew how corrupt danzo was and wanted him out. Its worse that sarutobi knew and just let it all happen. He's the direct cause of a lot of problems in naurto.

I'm surprised that I don't see more requests for Danzo Shimura. He was the shadow of Konoha and the "dark side" of the glorified shinobi lifestyle. What I love about Danzo though is how much room there is to interpret his actions, because he clearly states that he desires the advancement of Konoha, but how he does it is singularly anathema to the Will of Fire that is espoused throughout the series. His story is also much more sporadic than most of the main characters, so it's difficult to follow his story. Besides, how can you not include the Hokage, no matter how short his rule was.
