Driving and Passing thru the Longest and Tallest Bridge in the Philippines
It is an 8.9Km Expressway that crosses the Mactan channel and links Cebu City and Cordova.
We came from OSLOB and go straight to the airport via this expressway.
just got in on time despite the traffic before this bridge.

While Duterte himself inaugurated the bridge, CCLEX isn't a national government project. It's not funded or built by the national government. CCLEX is a pure local PPP project, a joint venture project of Cebu City and Cordova LGUs with MPIC. CCLEX is proudly a Cebuano-owned infrastructure project. CCLEX is the first local PPP project in the country that's is initiated by a local government.

Thanks for this comment. indeed, it is an LGU initiated project by both Cebu and Cordova and was in discussion wayback 2014.

Does the PPP need approval from the president?... or congress and senate only?...

@@jeffreyalilin7314 That depends on what type of PPP. PPP has two types: NATIONAL and LOCAL. The PPP program was introduced during the Pnoy's term in 2011. A NATIONAL PPP project involves the approval by the national government agencies concerned such as DPWH, DepEd, DOTr, DOT, before endorsed to NEDA and ICC for official evaluation, assessment and finally approval by the President. When a project is proposed by a local government for national funding to the national agency such as DPWH (for road infrastructures/bridges), DOTr (airport/mass transport system), DepEd (school buildings), DOT (tourism estate), the proposal always goes through NEDA first for evaluation and if approved, it then goes through ICC (NEDA Board) for economic feasibility and if approved, the proposal only needs the signature of the President of the Philippines for its final approval. A LOCAL PPP project only involves the local government and its council. The proposal first goes through evaluation process by the city/town council. If approved, it will then go through the JVC (Joint Venture Committee), an ad-hoc committee made up of councilors and/or other non-elected officials specifically created for the particular proposed project. If approved by JVC, they will finally endorse to the mayor for final approval. That's the reason why CCLEX was quickly implemented in such a short period. It only took 6 months on its evaluation stage and got approved by the council in January 2015 after MPIC submitted their unsolicited proposal in August 2014. Being an unsolicited proposal, CCLEX was placed under a Swiss Challenge in August 2015 for 6 months, a legal process in which the proposal is up for 'bidding' by other interested investors who want to challenge the original proponent to build the same. CCLEX didn't attract other challengers after 6 months, so in January 2016, MPIC officially broke ground to signal the construction period. By April 2016, MPIC and the two LGUs of Cebu City and Cordova signed a joint venture agreement.
