Hey, I speedrun this game, the end level trigger of that level only appears when you have gotten two specific voicelines to play, so probably you skipped one of them, or one of them bugged out, probably. One is around the start, where the elf king will say something about Guards!, and then the Mell voiceline after crossing the river.

The other sad thing is what it does to the lotr which is one of the most highly guarded ip’s. There are so many hoops one has to do to get the permissions from the tolkien family if i remember. I am surprised then it got released in this state.

Cristopher Tolkien, JRR Tolkien son, used to be really careful with the material his dad produced. He was very cautions in license it's content. However, he died, so the actual keepers of the rights of Tolkien's work may be less careful and we can expect a lot of new media based on Tolkien's work.
