To answer Gavin's question, cocaine is derived from the leaves of coca plants, and is refined through drying them out or such for further processing. Without processing, coca leaves are legally used as an herbal tea in several South American countries, acting as a mild stimulant rather than as the potent drug we are familiar with. I suspect that the traditional use of coca in this more innocent manner is what complicates efforts to restrict access to it for criminal enterprises.
