Actually the first live action TMNT movie came out in 1990 but you're right about movies in the 80's getting away with things they should have, such as Airplane! (1980) which had a lot of stuff that wouldn't be allowed in a PG rated movie, Spaceballs, Police Academy series, Short Circuit and Short Circuit 2 etc.
