It was actually the "hyenas" show. Bob and Tom had a morning show on radio in Indianapolis for decades and they would invite comedic musicians like this one to perform live. The cackling is coming from the hosts and the other show regulars. (Apparently, the show still runs, although one of the hosts has retired.)
