Honest question. I want to get some runes tattood on me. Is this seen as ‘stealing culture’ and looked down upon by actual Scandinavian people? The Norse mythology actually fascinated me since I was very little. Unfortunately they do not really teach about these sort of things in The Netherlands.

But: Tacitus is often unreliable; the mention is older than the oldest known runes (we don't know if runes even existed at the time); Tacitus mentions marks being used in the practice, but doesn't specify that the marks are letters of any kind. Also, there's not really evidence runes had abstract meanings. We know they had names, and very rarely people would use a rune to stand for its name (kind of like when people write "that B stung U"), but modern people overblow all this.

A crude translation into english would be: 'One is us, zero is them. We are the most powerful people when using magic'. Bear in mind that there are 26 english letters and 24 runes in the Elder Futhark and the runic 'alphabet' and english alphabet aren't simple re-writes of each other from 1-24/26. However each rune has a phonetic value - i.e. relating to speech sounds, and fortunately for your purpose the runes you are inquiring about are northern germanic in origin, as are the Norse, and as is the origins of the english language (north-west germanic in the case of english). So you can make a reasonable translation of phonetic values between english letters and runic characters/symbols. (with some 'best matching' - Kenaz ('ᚲ') for instance is more of an english k sound but can double up to use as a hard c sound).
