13:04 Landfill, and other garbage buildings, are not needed. The game is currently bugged. Other cities will take your trash, and not charge you for the service. So as long as you don't make any garbage buildings, you won't have garbage problems. edit: looks like you figured this out later in video.

In my playthough I've decided to plan to move all the residential later and redevelop the whole starting village into industrial. Dont be afraid to delete whole sections of you city for better traffic management or development ideas.
