It was a surprise attack as the initial fire attack was disguised as surrendering troops after they staged a disagreement with Zhou Yu. But even if the Wei side had time to prepare, it would not have helped as the wind would've blown the fire back at themselves, a big part of the reason why Zhuge Liang was comfortable with the suggestion of using fire for this particular battle
