According to data, we have about 13 million power consumers; 40% of 13 million is 5.2 million. He is indirectly saying they have moved 40% of electricity consumers to band A.

I work in the distribution sector and i can tell you for a fact that no one can guarantee you 20hrs of supply on a band A feeder because there is also the issue of distribution in the local area substation (I.E distribution transformer). A fuse will pop and it might take days to restore or cables burn due to over loading.
