The first nation I played in HOI4 was Tibet. I did nothing productive all game except click the "make Japan happy" button. I got to the 50s with modern tanks and jack squat for anything meaningful. My next game was me playing Brazil and having an aneurysm trying to figure out how naval invasions worked.
