The most delicious Turkish pudding

Syutlach- Turkish rice pudding. This is a sweet dessert made from milk and rice. You can add to the finished syutlach ground nuts or pistachios or add cinnamon.
Ingredients:
Milk - 2 cups
Water - 1.5 cups
Rice - 1/4 cup
Vanilla
Sugar - 1/2 cup
Starch - 2 tbsp. (no slide)
(A glass of 250 ml.)
