How can you grow up in Valdez and not know you have to be a resident to dipnet? Lived in AK for eight years. Miss some things and don't miss some things. I always found it interesting how wildlife laws have higher penalties and less leniency than most other laws. They could have technically seized your truck and gear too. Anything you use to committ the violation is fair game (at a high level anyway). I always liked going to Valez to fish from the rocks on the east side when the silvers were running.
