23:55 yeah hi animation nerd here! This is absolutely possible to be done on a real cake! This is an example of something akin to a 3d Zoetrope. The Zoetrope was a device used to create one of the first forms of animation. It was done by making a strip of images and putting them in a rotating cylinder. The cylinder wall had slots on it that allowed you to see the complete animation as the cylinder rotated. This cake is a similar concept. Having each figure posed in a single frame so that when all the figures are lined up, they make the illusion of movement by spinning in a circular rotation similar to the Zoetrope.
