Both of the previous answers were only partially correct. Bob Dylan has said it. Janis Joplin did sing it (but not the first artist to do so). The lyrics for the song were penned by Kris Kristofferson. It's also very close to one of the three core tenets of Buddhism. Paraphrasing, 'because nothing is permanent, a life based on possessions doesn't make you happy.' It's often explained as: you are a slave to anything you are unwilling to part with.

Inalienable rights cannot be taken away - they can only be infringed upon or voluntarily surrendered. "Having nothing left to lose" basically means he's accepted the fact that there will always be people attempting to infringe on the rights of others, and the only way to really have your rights is to exercise them rather people like it or not, even if it means the government is likely to attempt to infringe on your rights for doing do. The fear of exercising your rights is what stops you from exercising your rights, not the government. The government is literally not capable of taking away our rights, they're only capable of infringing upon them. Rights are like muscles - if you don't use em, you lose em (and that's the only way to "lose" them).
