Well, R was deleted because Mojang discovered it was sold, and 8, G, and .Flow were locked for the same reasons. R was just the first time they had to deal with the issue, so they handled it a bit differently. 17+ characters are only disallowed due to restrictions within multiplayer, they aren't locked or anything.
