This mod kind of fits that bill... I mean, it's a reskin, but there are little details that are different in the game that surprised me, that I really didn't expect, and even made me laugh. I felt like I was playing The Noise Update for the first time (obviously, without a new moveset, but still). I also think people should stop complaining about Reskin Mods, especially with such high quality like this. Enjoy them while mods that really change the gameplay don't arrive (like scoutdigo).

There are mods like that, but those mods are even harder to do than reskins (which I might remind you requires changing thousands of sprites).
