My theory on Lance has always been that his Dragonairs were evolved by the same Radio Signals that Team Rocket was using on the Lake of Rage and that's what got his investigation started in the first place.

Lance’s Dragonite with Barrier definitely should have had Reflect; all Pokemon in Red/Blue have their moveset almost entirely determined by their natural level up learnset, but each member of the Elite 4 changes one move on their Pokemon to a TM move, though not usually a very good one. Lorelei’s Lapras gets Blizzard (which is great), while Bruno’s Machamp gets Fissure (which only works if you’re faster, so almost never for Machamp), and Agatha’s second Gengar gets Toxic (which isn’t great in Gen 1 to begin with but especially when it’s on the Pokemon you always send out last). Lance’s Dragonite is also his last Pokemon and also gets one move overwritten, but it gets Barrier instead of a TM move. Reflect in Gen 1 does almost the same thing as Barrier and it makes way more sense to assume it was supposed to be that. Also, fun fact, your final rival fight is special because he changes two moves; his opening Pidgeot gains the terrible Sky Attack, while his starter gains Fire Blast/Blizzard/Mega Drain depending on which one he chose.

My theory on why some pokemon can be evolved at earlier levels is that pokemon evolve based on the strength of the trainer. Lance has a true dragons heart so his dragons will evolve sooner that yours, while you (the player) have the pokemon masters soul meaning you can catch and train anything, reaching thier max potential later than many power single type trainers.

Sinnoh is notorious for this as well There's a farmer father and daughter trainer duo of NPCS in the very tall grass in Route 210. The thing is they have lv 21 Skunky and Glameow. Sounds normal. However in Platinum, it's a lv 24 Ponyta and RAPIDASH. Y'know, the evolution of Ponyta you can't get until level *FORTY.* Your rival Barry ain't off the hook, either, because if you didn't pick Turtwig, he'll always have a Ponyta, but in Platinum, he evolved it when you fight him in Canalave City. Except it's lv *35,* which, again, is NOT RAPIDASH'S REQUIRED LEVEL. They fixed this in BDSP, but for some unGODLY reason, Barry doesn't evolve his Ponyta until before the POKÉMON LEAGUE. Like you telling me the world is in danger from Team Galactic at Spear Pillar, but you don't fully evolve your Pokémon to give yourself a better chance to stop them?? Especially after your *"character development"* loss against Juniper back up North after we beat the 7th Gym?! 🤦

My thoughts on this are different trainers are able to raise pokemon differently. Like how before home changed how pokemon kept movesets. In some games your could only learn some moves. Via egg moves or tm’s being added. And thus someone like lance could get dragon pokemon to evolve sooner and/or teach them moves that aren’t normally learnable

They put themselves in a tough situation in Gen 1. There were only 3 dragons, all of the same evolutionary line, and they hyped dragons up to be the most powerful. So it made sense that they wanted him to be the champion. They were then stuck with making a formidable yet interesting team with realistically 2 pokemon to choose from. Realistically, it would have been much more appropriate to have Sabrina take his place and demote someone else like Agatha or Lorelei. Personally, I think Lorelei works better since Agatha overlaps a bit with Koga in regards to typing and strategy. P.s. Bruno is clearly the worst, but he's also way too similar to Brock and the fighting dojo, so that would also be awkward. I feel like Lorelei is the only option unless you demote Lance.

they should give these like an actual canon explanation someday. like, underground methods of doing stuff like this that you never gain access to, but you hear about it through very out of the way little secret areas and stuff, like overhearing dialogue from people in an area you can't get to.

At least with Lance the pre-level Dragonites made a little sense since he was spending so much time fighting Team Rocket and investigating the Lake of Rage radio tower which was used to evolve Pokémon early

Don't forget Ghetsis and Iris have illegally leveled Hydreigon in their first battles. Also, Gardenia has a level 20 Cherrim even though Cherubi doesn't evolve until 25.
