Oh yeah, General Chaos. Friend and I put several months into it. First game made me aware of color-blindness in games when another friend saw the red team as green.

I didn't even know the lazer whip could damage the final boss. What your supposed to do is throw a grenade toward his center after he shoots the 3 projectiles out of his sides.

Because it's quite clear the level is supposed to be Chinatown, or the game is set in China. The hopping human enemy is a Chinese ghost called a Jiangshi.

You don't really need cheats for the game, only 2 parts of the game are fairly hard with most of it having a pretty fair difficulty.

You can tell Vice: Project Doom is really late NES because it looks like one of those games on Steam that try to be like classic NES but don't get it right. Which is a compliment to the programming on Vice as well as a diss on these retro-bandwagon games.
