The implication, as I see it, is that on a level, however small, for however long and at whatever applicable time, we have a measure of freedom to choose, which is not unchangeably cast or hopelessly predetermined by our inheritance of the sin nature. It may never be perceptible to human eyes but is known to God. It's also referred to (negative choice) as the hardening of our hearts, which implies that on some significant level we have the real ability to soften it. That intention... met with and energized by God's spiritual power gives one the ability to gain spiritual insight, faith and grace. God really does the work, but gives man the grace, in the moment, to make a "free" choice. All the individual will know, in the moment, is that they mentally chose one path over another. So, naturally, apart from God, man is spiritually blind, but when the light of illumination is cast... grace is also extended, enabling the individual to make a real choice. If the individual, made in the likeness of God, with the moral prerogatives of God (just like Adam had), turns their heart towards darkness, then the opposite of grace, which is like the gravitational moral pull into the black hole void, will assist with the plummet. This is why there is no "neutral" position or moral standstill. It's like the flow of time... you're moving in a "direction" whether you intend to or not. Or like the band Rush said "If you choose not to decide, you still have made a choice!" A neutral standstill doesn't exist in the equation.

Shameful misuse of 1 Corinthians chapter 4. If we back up only a few verses to chapter 3 verse 14, it says “But the people’s minds were hardened, and to this day whenever the old covenant is being read, the same veil covers their minds so they cannot understand the truth. And this veil can be removed only by believing in Christ.” The veil of spiritual blindness is lifted when we believe in Jesus. Don’t put the responsibility onto God.
