Because you go 6 blues with armor regen which leaves no space for CHC / CHD, thus stacking HSD makes sense, because to benefit from crit you need both chd and chc.

Generally speaking you can make it crit based but the whole idea behind this build is survival with a little bit of damage. Your main job is too keep your team alive and support them with bonus armor and status effects. If you die due to low regen then you are not doing those things. Hope this helps man :)
